Here is our recommended scenario

Each guest is given a 200$ chip and a raffle ticket. Guest will exchange this chip at the table in exchange for smaller denominations. As players leave the table we would like to chip up players smaller denominations for larger chips. At the end of the night we will exchange every 100$ in chips for 1 raffle ticket. Raffle tickets will be drawn at the end of the night for prizes offered by the host of the event.

This raffle system make it fair for everyone as each guest has a chance to win the prizes you are offering as even the player who does not play any games get 4 tickets with a chance to win!!
